Incentive program for airlines

    We offer incentive programs to all airlines operating at our airports to stimulate traffic growth. Together with our extensive partnerships, these programs help reduce the risks associated with starting new routes and establishing steady demand.

    The purpose of Avinor’s financial participation is to reduce risk related to starting up new routes, to contribute to better financial results for Avinor, and improve service to travelers.

    All applications for support must be sent to Avinor AS before the project or route starts.

    The following incentive schemes are available:

    • Startup support for new passenger routes: reduction of charges for a limited period.
    • Marketing assistance: direct grants to finance marketing activities
    • Assistance in establishing Route Development Funds (RDF)
    • Passenger growth bonus

    Marketing assistance for passenger routes


    The goal is to participate in connection with the startup of new routes or other extraordinary activities at the airport.

    Direct grants are only awarded once for the same activity and may only cover external project costs, excluding the use of internal employees or resources. The allocation of the grant is assessed based on the expected impact on Avinor’s overall results. Marketing activities must be part of a project plan that is expected to be profitable in the long term for both the company applying for the grant and for Avinor.

    A written application must be prepared and approved by Avinor before the activity can commence.

    Bonus for Passenger Growth 

    The purpose of the incentive scheme is to reward airlines that contribute to passenger growth for the Avinor Group on international routes.

    A bonus is granted for each additional departing passenger from one calendar year to the next, based on the number of passengers subject to passenger charges. The bonus corresponds to 60% of the applicable passenger charge in the year of growth.

    For Oslo Airport, a three-year scheme applies for the period from November to May, rewarding growth in international passenger traffic with a 90%, 70%, and 40% reduction in passenger charges for years 1–3, respectively.
