Avinor Aviation Charges

When you visit one of our airports, you agree to the terms and conditions set out in the Regulation on Charges for the Use of Airports Operated by Avinor AS. The charges cover the costs of services and infrastructure at the airports, as well as air navigation services.

Passenger Duty

If you are flying to or from Norwegian airports, you are required to pay a passenger tax to the Norwegian Tax Administration (Skatteetaten). If you do not have a Norwegian organization number, you must use a representative in Norway to report on your behalf. Consulting firms such as Deloitte, PwC, or E&Y undertake such assignments. Tariff Regulations

The airport charges listed below are exclusive of value-added tax (VAT). All domestic flights are subject to a 25 percent VAT. This does not apply to international flights.

An environmental fee of NOK 150 per passenger applies to flights to Svalbard.

Fee for the Air Passenger Complaint Handling Body 

The fee for the Air Passenger Complaint Handling Body is NOK 0,60 per passenger effective from January 1st 2024 until the end of the year, in accordance with the Regulation on travel complaint handling (FOR-2012-01-20-84).

Parking charges 

For all flights except commercial passenger flights, parking fees will apply after 2 hours. The following rates then apply:

  • NOK 4.6 per hour per 1,000 kg
  • Minimum fee: NOK 160
  • Maximum fee: NOK 5,848 per 24 hours

Terms for GA Parking
The fee is based on weight. The price is NOK 20.2 per 1,000 kg per hour. The fee applies from the third hour. If parking exceeds two hours, the fee will be retroactively calculated from the first hour. Long-term parking agreements can be arranged with the local airport. The minimum billing amount is NOK 160, while the maximum fee for the first 24 hours is NOK 5,848, and NOK 2,378 per day for subsequent days. Prices include VAT.

De-icing charge

To comply with environmental requirements from Norwegian authorities and the Pollution Control Act, all waste from deicing fluid and glycol is collected and treated in accordance with regulations. The costs for collecting and disposing of deicing waste are invoiced to all users based on their actual usage. Airlines operating at Avinor airports will prepay an amount based on the budgeted cost, and after the deicing season ends, Avinor will provide an updated calculation based on actual costs.

DTS reporting form for calculating charges 

DTS (Daily Traffic Survey) is considered by Avinor as the operator's confirmation of the number of passengers and the weight of cargo/mail transported on each flight movement. DTS is Avinor's primary source for billing and statistical data.
